Cambodia and Myanmar signed 4 agreements and cooperation documenrts on taxation, investment, culture, media and information, during the official visit of Min Aung Hlaing to Phnom Penh

Min Aung Hlaing arrived in Cambodia for a 2-day official visit on 11 Sep

Myanmar revoked restrictions requiring vehicles to operate on designated odd or even days based on their licence plate numbers, effective 9 Sep 2026, according to a notice from the Information Team of the President's Office. The notice stated that restrictions were introduced in Mar 2026 to conserve fuel amid the Middle East conflict, and as fuel consumption has now returned to a stable and normal level, the restrictions were revoked to facilitate public transportation and ensure uninterrupted business operations

The UN High Commissioner for Human Rights called on UN member states to refer the situation in Myanmar to the International Criminal Court through the UN Security Council. He said human rights violations and abuses had been committed against the Rohingya community by both the Myanmar military and the Arakan Army, and urged an end to the transfer of military-related and dual-use items to the Myanmar regime. According to the Assistance Association for Political Prisoners, more than 8,300 people have been killed by the regime since the 2021 coup, and more than half of the 31,887 people arrested remain in detention. More than 4 million people have been internally displaced by the conflict as of 10 Aug 2026, according to the UNHCR, and 12.4 million face acute hunger, according to the UN World Food Programme

The Singapore-Myanmar Vocational Training Institute (SMVTI) opened new intakes for its Hospitality and Tourism course (17th batch), covering Front Office Operations, Housekeeping Operations and Restaurant Operations, according to Myanmar's Department of Technical, Vocational Education and Training

Vietnam and Myanmar agreed to deepen defence and security cooperation during Min Aung Hlaing's first official visit to Vietnam as President, expanding military training, exchanges between young officers, search-and-rescue and disaster response, and stepping up information sharing against crime. Min Aung Hlaing arrived in Hanoi on 4 Sep for a 3-day visit to Vietnam, where he was due to meet the Vietnamese President, attend a business forum and visit digital and electronic technology industries. Major Myanmar telecommunications operator, Mytel, is jointly owned by a firm backed by Vietnam's Defence Ministry and a Myanmar military conglomerate. Activist organisation Justice for Myanmar accused Vietnam of "corporate complicity with the junta"

Min Aung Hlaing is scheduled to visit Cambodia on 11-12 Sep, following his 4-6 Sep trip to Vietnam. The 2 visits take him to 4 ASEAN states in 3 months, and Cambodia will be the 8th country he has visited since assuming the presidency in 2026, after India, China, Laos, Thailand, Russia and Belarus
